Plz. Help ! in Sewer's section late in the Game !

hey guys...
im in the late section of the game in the sewer.. there seems to be a puzzle , there's a broken pipe(which i broke) and two machines.. what to do please...?

use the machines to slow down the water-mill thing (listen for the sound the machine makes) and then jam the wheel with the pipe.

Also when you slow the watermill down, it won't completely stop, so it will still make some noise, but it's a lot lower.
