Not Solved Frame pacing issue

Started playing the PC version of Soma last night and I've norticed there's a frame pacing issue every few seconds, whether indoors or outdoors. I'll pan the camera around and the game will 'hitch'. I've recorded a video of it happening and the graph clearly shows a spike along the white line after it hitches. I've tried experimenting with settings in the Nvidia Control Panel and changing the in-game graphics settings, but nothing seems to work. Oddly enough, if I cap the game at 30fps it doesn't happen.

I'm using Windows 10 Home, a GTX 1080, an i5 4670K 4.2GHz, 16GB RAM, I'm using the most up to date version of the game from GOG, and I have the latest drivers installed.

Here's the video (best watched at 60fps): https://www.youtube.com/watch?v=3dk7zivV0OY
