Lets say it in a nutshell

Everyone can build a game, either if its the Source Engine,Unreal engine,CryEngine or HPL engine.

It depends on wheter you can create innovative gameplay, and not copy parts of the game. (You could, but noone is interested in that.)

Scripting is necessary for a good custom_story, You don't have to for certain things (like scripting pathnodes for the monster) but it usually is better.

Everyone has different opinions, obviously.
It depends on you yourself, the creator. You have to have the determination to actually FINISH the darn thing, and not give up when you run into a bump in the road. There are going to be scripting things you won't understand, but you can always ask questions here as there are many many very nice and talented people that will help you out. Mapping is not as easy as it seems to some people, you have to create scary environments and learn how to use proper lighting, fog areas, particles, etc. To me it's never been that easy. You ARE going to get stuck at some point, whether you get "creator's block" or don't know how to script something, but you have to push yourself and tell yourself you can do it! I wish you luck with your custom story!
