Is there an FPS counter hidden in the game somewhere, or some way to quantify framerates?

Yes, but you have to turn on the in-game debug menu first. To do that, in your main_settings.cfg file change LoadDebugMenu="false" to true. Then start the game and press F1 to show/hide the debug menu. You can turn on FPS display on the menu.
