Need a hint (elevator pressure)

I'm in the elevator machine room, I've put in the three rods, fuelled the burner with coal, put the cogs in place, but the machine still won't run. There's some pressure levers in one of the rooms, but I have no clue what I'm supposed to do with them.

Can you guys give me a hint? Did I miss some note somewhere about the pressure?

It's in the same note as the instructions for the rods.
You have to move the levers so that the sum of levers pointing up is 8, same for the levers pointing down.
