You mean the caustics? Just a spotlight with a water caustics gobo attached... though I don't know how to get them to animate...

EDIT: wait a minute... that's not called caustics... oh whatever nvm.

Just remember to use "Loop" as the animation mode, and "0.08" as the frame time.
