I'm guessing yes.
This dll contains mostly new/modified functions to manipulate images.
I got no mod to test right now, you should try, I think it should work.

That's because DevIL.dll handles images in an application;

Since the Engine Scripts never call upon DevIL.dll to handle things, no, it shouldn't affect your scripting.
