Why play SOMA when you can make SOMACH?

Hi everyone! I can't upload my mod in Steam Workshop. HPL Mod Uploader: "Steam client must be running to be able to publish". Steam is running.

Seconded this one. Can't publish my mod, as it says Steam isn't running even though I have it up right next to it. Restarting did nothing, as did disabling the Steam beta features.

I do have Steam installed on a drive that isn't my C drive. Would that have anything to do with it?
