While it's not the best English, I think what she was trying to say was to not make laws, but have them come to us. And she didn't say stripper...
Oh that clears up alot! My interpretation of it was that she was a stripper waiting for legalizing something borderline unlegal in Venezuela... [Fill in the blanks].
